Registered business
Poplar Core Strategy Group Pty Ltd is the official registered name of our practice. We were established in 2014 in Perth, Western Australia, to help mid-sized organisations document how they would keep critical operations running during disruptions that range from bushfire season to supplier collapse.
How we began
Our founding directors spent years inside operations and compliance roles across mining services, healthcare administration, and local government before opening a dedicated advisory practice. They had seen too many continuity binders gather dust because they were written by outsiders who never walked the floor or spoke with night-shift supervisors. Poplar Core was built to close that gap — producing plans that site managers recognise as their own procedures, not consultant wallpaper.
What we do today
We work with boards, executive teams, and operations managers who need continuity documentation that survives regulatory scrutiny and real incidents. Engagements typically include risk identification workshops, written playbooks, tabletop exercises, and follow-up reviews after organisational change.
Our Perth office coordinates projects across Western Australia and supports national clients with distributed sites. We do not sell software subscriptions or managed monitoring products; our deliverables are documented plans, trained staff, and exercised procedures.

Claire Whitfield — Principal consultant. Former health district emergency coordinator. Leads continuity planning for healthcare and community services clients.
Marcus Osei — Senior risk adviser. Background in mining logistics and contractor management. Focuses on supply chain and site-level operational risk.
Yuki Tanaka — Exercise facilitator. Designs and runs tabletop scenarios tailored to each client’s incident history and regulatory environment.
Working approach
We begin every engagement by mapping critical activities — not generic “business functions” — to the people, equipment, and suppliers that perform them. Risk registers receive named owners and review dates. Continuity strategies are tested in facilitated exercises before we sign off documentation.
We maintain professional indemnity insurance appropriate to advisory work and hold memberships with the Business Continuity Institute and Risk Management Institute of Australasia.
Relationship with clients
Most clients return annually for plan reviews or after mergers, new site openings, or regulatory changes. We prefer long-term relationships where we understand your operating context rather than one-off template deliveries.
